Earlier this year, the NAIHC Membership and the NAIHC Board formed the NAIHC Formula Allocation Task Force, a special Task Force with representation from two members from each NAIHC region, and directed it to 1) attempt to reach a common position on counting American Indians and Alaskan Natives (AIAN) for purposes of the NAHASDA formula allocation, and then 2) present that position for an up or down vote by the NAIHC Membership at a Special Meeting in December.
The Task Force worked hard for many months and recently approved, after considerable compromise and discussion, two compatible proposals (a temporary Formula Allocation Proposal and a longer term Universal Tribal Survey Proposal). The Task Force is now presenting these proposals to the Membership for approval. Along with the Task Force, Jason Adams, Leah Fyten, and Jennie Greene recommend and urge that the NAIHC Membership approve these two proposals. Martin Avery can only support the Universal Tribal Survey Proposal.
The NAIHC Board is also presenting an issue, which arose as a motion from the Task Force to the Board, to be considered at the Special Membership Meeting. This proposed Membership Resolution requests that the Membership ratify the action of the Board in seeking full funding of the "hold harmless" language in the event Congress again places this language into the upcoming HUD appropriation bill. All of us, along with the Task Force, recommend that the NAIHC Membership approve this Resolution.
Despite not being approved or endorsed by the Task Force for consideration at the Special Membership Meeting as a Task Force proposal, a separate resolution (Individual Methodology) has been placed on the Special Meeting agenda by Region IV. This is possible because the NAIHC Bylaws allow 5% of the NAIHC Membership to bring the resolution before the membership. The Task Force considered this Resolution and voted it down. We recommend that the NAIHC Membership not approve it.
These are all critically important issues for NAIHC and Indian housing. Please find enclosed four detailed statements that explain each issue being brought before the Membership for a vote and our position on each of these critical issues. Thank you for your time and consideration.
